Mayfield Heights was incorporated as a Charter City in 1950, is approximately 4.5 square miles, and is home to approximately 20,000 residents.

A proud resident of Mayfield Heights, Mayor Costabile was born and raised in Mayfield Heights, and graduated from Mayfield High School in 1985. His brother and sister are also graduates of the Mayfield School District and his mother and father continue to reside in the city. Mayor Costabile is married to Carmel and they are blessed with two children, Gabriella and Marco.

Mayor Costabile graduated from Bowling Green State University, cum laude, with a Bachelor of Science in Business Administration degree. He is also a graduate of Cleveland Marshall College of Law receiving a Juris Doctorate degree. In law school, he received the Dean’s Award for Outstanding Oral Advocacy and was a national member of The Order of Barristers.

Mayor Costabile is very proud of his Administration and the over 120 full-time employees that promote the mission of providing the very best services to all residents and the business community in a cost effective manner. The Mayor is responsible to manage the Police Department, Fire Department, Building Department, Office on Aging/Human Services, Recreation Department, Service Department, Finance Department, Human Resources Department and Engineering Department. They city’s operating budget exceeds $20,000,000 each year and the Mayor and Department Heads vigilantly ensure that the dollars are spent in a fiscally responsible manner. A strong working relationship with City Council further supports an effective management of the city budget.

As a trial attorney and certified mediator with the law firm of Phillips Mille & Costabile, Co LPA, Mayor Costabile is able to bring his experience to city government to serve the best interests of all residents and the business community. He is a member of the American, Ohio, and Cleveland Metropolitan Bar Associations and serves on the Legislative Drafting and Legislative Review Committees of the Ohio Bar Association. The Mayor is also a member of the Center for Principle Family Advocacy and has previously served as the Assistant to the Law Director of the City of North Royalton. Mayor Costabile is a Certified Specialist in Family Relations Law. Out of the nearly 50,000 lawyers in the State of Ohio, only approximately 100 attorneys are so certified and only 15 in Northeast Ohio.

Mayor Costabile’s vision for Mayfield Heights is to continue to find new and improved ways to bring benefits to the entire community. During his first term as Mayor, he was able to settle the long standing Shemo lawsuit in an amount $9,000,000 less than what had been proposed prior to taking office. The amount was then further reduced when the Mayor completed negotiations to receive an impact fee in the amount of $500,000 for the city. His pursuit of economic development for the city has resulted in key additions to our corporate park bringing new jobs to the area and revitalizing the retail community. The Mayfield Road Improvement Project was managed in an effective manner to cause the least impact on the region while completing this much needed project in a cost effective manner. The Mayor initiated two, 3 ½ month winter reprieves to allow the retail community and residents a break from the construction and still completed the project under budget and under its scheduled completion date. To assist, he pursued and obtained, for the first time in Mayfield Heights’ history, a nearly $500,000 federal grant to assist with this project.

Other first time grants obtained during Mayor Costabile’s first term include $150,000 from the County of Cuyahoga to plant over 100 new trees along Mayfield Road and to assist business owners with the expense of new signs in addition to improvements to residential streets, and $100,000 from the State of Ohio for community center improvements.

A strong proponent of regionalism, Mayor Costabile was elected to serve on the Executive Committee for the Cuyahoga County Mayors and City Managers Association. He was able to work with the school district to obtain Oakville Park for $1.00 and, thus, further provide for the residents need for park and green space for years to come. Mayor Costabile has also been in negotiations to bring a regional recreation center for the benefit of all residents. Further, the Mayor continues to support other regional efforts such as MIPOD (Mass Inoculation Point of Dispensing) and CERT (Community Emergency Response Team).

To provide better communication and education to the residents, Mayor Costabile promoted the purchase of the city’s first ever AM radio station (1700 AM), the city’s website has been improved and new changes are on the horizon, as well as significant upgrades to the city’s cable station (Time Warner Channel 20).

Ever conscious of environmental issues, Mayor Costabile has initiated the city’s first ever Recycle/Shred Day and is promoting an Energy Conservation Audit and Capital Improvement project to ensure that city hall and other city buildings are running in an efficient and energy conscious manner.
