CITY OF MAYFIELD HEIGHTS

SPECIAL COUNCIL MEETING MINUTES

September 23, 2009

The special meeting of Council was called to order at 5:05 P.M. by Council President Michael Ballistrea.

ROLL CALL:           PRESENT:    Mr. Michael Ballistrea, Mr. Anthony DiCicco, Mrs. Donna Finney,

Mr. Ronald Kobunski, Mr. Sam Mercurio, Mr. David Sasak,

                                                  Mrs. Diane Snider.

                              ABSENT:      None.

Also present were Mayor Gregory Costabile, Law Director Leonard Carr and Deputy Clerk of Council Lisa Benedetti.

The Pledge of Allegiance was said.

Mr. DiCicco, seconded by Mr. Kobunski, moved to authorize the preparation of specifications and to advertise for bids for landscaping improvements and planting along Mayfield Road at I-271.  Mr. Ballistrea stated that Mr. Tribby sent a memo and Mayor Costabile distributed information to everyone this evening. Mr. Ballistrea stated that Mr. Tribby's memo had an estimated cost of $150,000, which would come out of the Road Improvement Fund.  The City is expecting a refund of approximately $1 million from the Mayfield Road project. Mayor Costabile stated that he is proud of how the Mayfield Road project has been managed. As a result of this, money should be returned to the City from the Ohio Department of Transportation that the City had deposited for change orders and which was not used.  Now is the time of year to plant in both the median and infields.  Council will not be approving any particular plan or expenditure at this point.  This is just to allow the City to go out for bids.  URS landscape architects put together a visual plan.  The estimated cost stated on their plans is higher than the figure given in Mr. Tribby's memo.  This may be lowered if some of the items listed on the contractor portion of the bid are removed.  The Service Department will be doing some of the work also.  There is also material costs listed.  After the bids are received, a full presentation will be made.  Mr. Sasak asked what concrete scoring is.  The Mayor replied that it is decorative marking on the concrete and may not be necessary.  Mrs. Snider asked if the electrical and irrigation are in.  The Mayor said yes, but not the tie ins.  All in favor, motion carried.

There being no further business to come before Council, Mr. Ballistrea adjourned the meeting at 5:15 P.M.

Approved:                                                       Respectfully submitted,
