CITY OF MAYFIELD HEIGHTS

COUNCIL MEETING MINUTES

November 24, 2008

 

 

The regular meeting of Council was called to order at 7:35 P.M. by Council President Michael Ballistrea.

ROLL CALL:           PRESENT:    Mr. Michael Ballistrea, Mr. Anthony DiCicco,

                                                  Mrs. Donna Finney, Mr. Ronald Kobunski,

                                                  Mr. Sam Mercurio, Mr. David Sasak,  Mrs. Diane Snider.

                              ABSENT:      None.

 

Also present were Mayor Gregory Costabile, Mr. Leonard Carr, Mr. Robert Tribby and Miss Lisa Benedetti.

The Pledge of Allegiance was said.

Mr. Kobunski moved to suspend reading of the Council minutes of November 10, 2008, and approve as written, seconded by Mr. Mercurio.  All in favor, motion carried.  Minutes approved.

SPECIAL PRESENTATION:

Mayor Costabile read a proclamation to Eileen Gattozzi pertaining to her efforts in alerting the police and helping them apprehend thieves who were trying to scam her and had already scammed other senior citizens.  She used common sense, courage and initiative in contacting the police when she became suspicious.  She was thanked and congratulated.  Mr. Ballistrea also congratulated Mrs. Gattozzi on behalf of City Council.  Lieutenant Christopher Sonnhalter thanked Mrs. Gattozzi on behalf of the Police Department and the FBI.  He encouraged people who, like Mrs. Gattozzi, need to call the Police for a non-life threatening situation, but an important situation, to dial 911 instead of trying to find a non-emergency number.  Mrs. Gattozzi was presented the proclamation and applauded.

CORRESPONDENCE AND ANNOUNCEMENTS:  None.

REPORTS OF OFFICERS:

Mayor Costabile:  Mayfield Road Update:  The southbound ramp heading east is now open.  As soon as the pavement can be striped, the barrels will be removed for the winter reprieve.  There will be three lanes heading eastbound and two lanes heading westbound.

Brewer-Garrett has started the energy conservation audit.  They have been examining the city hall complex.

The Mayor spoke with representatives of RTA and Hillcrest Hospital regarding the bus stop layover issue on hospital property.  The two sides are working on finalizing terms.

The Planned Unit Development project that had been proposed for property near the Mayfield Middle School and Stonewater Creek has been put on hold due to financial issues with the developer.  The property owners are now working with other developers to come up with a possible plan.

The Recreation Department had another successful event for 7th and 8th graders at Danny Vegh's.  The Mayor thanked the department for successful programs.

Together with the Civil Service Commission, Human Resources and the Mayor, amendments to the rules are being considered to make things more efficient.

The Police Department now has one tracking device in a police vehicle for stolen vehicles that was provided free to the department. 

The Mayor attended the 40th Anniversary event for Hillcrest Hospital.  The City is very fortunate to have the hospital in the City.

The Fire Department has received a $50,000 grant from the Department of Homeland Security thanks to Mario Piano.

The Mayor wished everyone a Happy Thanksgiving.

The Holiday Lighting Ceremony will be held November 30, 2008 from 6 - 8:00 P.M. hosted by the Mayor's Community Council.

Mr. Ballistrea asked how long the energy audit would take.  The Mayor replied that he did not have a time frame, but did not believe it should take long.

Director of Law Carr:  No report.

Director of Finance Tribby:  No report.

REPORTS OF COMMITTEES, COMMISSIONS AND BOARDS:

Building Committee:  No report.

Finance and Audit Committee:  No report.

Legislative Committee:  No report.

Public Works and Services Committee:  No report.

Recreation and Parks Committee:  Mrs. Snider stated tickets are still available for the Breakfast with Santa.  The next meeting will be held November 25, 2008.

Safety and Transportation Committee:  No report.

Board of Zoning Appeals:  Mr. Kobunski stated the meeting of November 11, 2008 was cancelled.

Commission on Aging:  Mr. Ballistrea stated the next meeting would be held December 2, 2008.

Planning Commission:  Mr. Sasak stated the meeting of November 17, 2008 was cancelled.

PUBLIC COMMENT: None.

ORDINANCE NO. 2008-20:  "An Ordinance making appropriations for current expenditures of the City of Mayfield Heights, State of Ohio, during the period of January 1, 2009, to and including March 31, 2009."  Mr. Carr read the ordinance by title only.  Mrs. Finney moved for suspension of the rules, seconded by Mrs. Snider.  Roll Call on motion as stated:  AYES:  Finney, Mercurio, Snider, Kobunski, Sasak, DiCicco, Ballistrea.  NAYS:  None.  Motion carried.  Mr. Kobunski moved for adoption, seconded by Mr. DiCicco.  Mr. Ballistrea stated a memo was received from Mr. Tribby.  This is a temporary appropriation until the final is passed in March.  Roll Call on motion as stated:  AYES:  Snider, DiCicco, Sasak, Mercurio, Finney, Kobunski, Ballistrea.  NAYS:  None.  Motion carried.  The ordinance is adopted.

Mr. Mercurio, seconded by Mrs. Finney, moved to authorize the purchase of four mobile data terminals, software and mounting hardware for the Fire Department from TAC Computer, Inc. in the amount of $21,030.  Mr. Ballistrea stated a memo was received from Mr. Tribby and Fire Chief Forte.  This is part of a grant from the Department of Homeland Security.

There being no further business to come before Council, Mr. Ballistrea adjourned the meeting at 7:55 P.M.
